For nearly a decade, I dedicated my service to the members of NALC Branch 11 and Region 3. Beginning in 2014 as an assistant and alternate steward (SWCA), I progressed to become the Chief Steward (Morgan Park) and was later appointed as an Area Steward (Roseland, Charles Hayes, Mt. Greenwood, Morgan Park, Roberto Clemente, Nancy B Jefferson, Wicker Park, Cragin).


My role involved handling and resolving grievances for over 10 Chicago stations at the Informal and Formal Step A levels. Serving two terms as a Formal Step A designee, I resigned from the positions of Area Steward and Formal Step A in October 2022. Despite my resignation, I was contracted in 2023 by the Region 3 NBA, upon Branch 11’s request, to manage 2000+ HIPP grievances, 18 Formal Step A grievances for Morgan Park, and 65 grievances for Winnetka (Branch 11) and Glenview (Branch 4007) carriers.

My experience includes successfully managing grievances across multiple stations, demonstrating proficiency in resolving intricate cases such as installation-wide class actions, removals, and emergency suspensions.


Notable citywide class action adjudications in Chicago encompass permanent start time changes, non-compliance with timely orientations for converted letter carriers, citywide clock ring manipulations, and a significant monetary award mandated to the Union for failing to comply with cease and desist orders, grievance settlements, and DRT decisions (referred to as the Obee Award).

I am a staunch advocate against abusive supervisors, with accomplishments including the permanent barring of Manager Lashunda Davis Haymer from managing bargaining unit craft at Jefferson Park for violating the Joint Statement of Violence and Behavior in the Workplace, as well as conducting a workplace climate assessment at Charles Hayes.


Presently, I serve as a city letter carrier at Evergreen Park Post Office. Additionally, I was contracted through the Region 3 NBA office to handle a class action discrimination grievance against the management of Winnetka/Glenview station as an Outside Steward. This led to the temporary removal of Postmaster Narbi Muilli and Manager Santos Perez pending the arbitration outcome. Simultaneously, I act as an Arbitration Advocate representing letter carriers in IL 2 District on behalf of Region 3.

The Birth of the 72 Hour Mandate: A Story of Progress and Collaboration


I want to share the incredible journey that led to the establishment of the 72 Hour Mandate in Chicago. As the Steward of Morgan Park Station, I faced challenges in obtaining crucial information from Manager Valerie Cranford, hindering my ability to address grievances for the members of Morgan Park Station.


Manager Cranford was a repeat offender of failing to provide information or delaying information till the informal step a meeting, preventing me as the steward, the ability to properly investigate, and develop the case, I decided to bargain in good faith with Miss Cranford, and we as the informal parties agreed That management will “ cease and desist failing to provide information within a reasonable time the parties agree to 24/48 hours for request to be honored” the parties entered into this agreement on October 28, 2018.


2018-2584,

On February 7, 2019, my personal grievance #2018-2584 was escalated to formal Step A. At the informal level, no meeting was held, but at formal Step A, Representative Stephen Stewart met with Manager Donation Adams. During the meeting, both parties acknowledged a violation of the relevant articles and provisions occurred when management failed to provide the requested information within the agreed-upon timelines (24-48 hours).


In an effort to promote compliance with grievance settlements and the national agreement, management agreed to a lump sum of $500 for each instance where the requested information is not provided to the grievance/steward, as agreed upon in the informal settlement of October 23, 2018.


(I want to give special acknowledgement to Stephen Stewart for an excellent remedy, it blessed my family and soon many other families!!)


72 Hour Agreement

NIXON AWARD

Manager Cranford repeatedly violated agreed timeframes, leading to arbitration. Despite an extended 72-hour timeframe, non-compliance resulted in a grievance before Arbitrator Jo Ann Nixon, who upheld the mandate with consequences for future non-compliance. Advocate Brian Pate completed a touchdown when the grievance was sustained and arbitral authority made the 72 hour settlement a mandate for the Chicago Post Office!

It was the Nixon award that guaranteed all carriers in Chicago post office to be paid $500 and for the union to be paid $1000 for management’s failure to provide requested information to the steward!!

The O’Conner Award

Although challenges remained, the union persisted in demanding adherence to the 72 Hour Mandate. Management's repeated failure to meet their obligations led to a significant grievance regarding COVID-19 safety measures, known as the O'Connor award. Arbitrator Doyle O'Connor awarded NALC Branch 11 a monetary award of $2000 and mandated management to respond to all information requests within 72 hours.

Despite ongoing non-compliance, the union sought a mandatory award, the Obee Award, (Advocated by miles) to enforce compliance with the mandate and all cease and desist orders in Chicago. NBA Mike Caref played a pivotal role in this vision.


I am proud to have played a role in shaping this significant change. The 72 Hour Mandate serves as a beacon of hope for union Stewards at the Chicago Post Office, ensuring timely access to vital information to support our members.


This journey reminds us of the power of determination, perseverance, and collaboration. The 72 Hour Mandate stands as a testament to the unity and unwavering pursuit of justice. Together, we can create a better future for all union Stewards at the Chicago Post Office.


OBEE AWARD

Obee Award – A significant arbitration decision granting the local branch an automatic mandatory remedy of $2500 for each violation of cease and desist orders, noncompliance with grievance settlements, and Step B (DRT decisions).
